Oleg Storchevoi, a deputy chief of Rosaviatsiya, said Thursday the agency had complaints regarding both the technical data and the arguments in the report, according to Russian news agencies. He gave no further details. Russia insists that the Malaysian Airlines Boeing 777 was shot down by either a Ukrainian BUK surface-to-air missile or a rocket fired by a Ukrainian Air Force jet. The Netherlands has said that it wants to set up an international tribunal to prosecute those suspected of having shot down flight MH17. Russia opposed the idea with Deputy Foreign Minister Gennady Gatilov calling the plan "untimely and counterproductive." Without Russia’s cooperation at the UN Security Council, the chances of holding such a tribunal look fairly slim. The Malaysian Airlines flight MH17, en route to Amsterdam from Kuala Lumpur, was shot down over eastern Ukraine on July 17, 2014 killing all 298 passengers and crew on board.
