In 2001-2004 he served as the first secretary for political affairs at the Estonian embassy in Berlin, subsequently leading the security policy division of the political department of the Foreign Ministry.
Since 2009, Hilpus has served as Estonian ambassador to Norway and Iceland. Before the appointment to Russia, Hilpus served as Estonia’s ambassador to Macedonia, Bosnia and Herzegovina, and Montenegro. Juri Luik, who has served as envoy to Russia since 2012, was appointed head of the Tallin-based International Center for Defense Studies.
