Alexei Pushkov, the head of the State Duma committee on international affairs, believes that negotiations involving leading countries similar to the negotiations on the Iranian nuclear problem should be organized to settle the "North Korea problem.

"I believe we now need to think about conducting the same negotiations on North Korea that were conducted on Iran, with the same participants and, of course, with China," Pushkov told Interfax on Wednesday.

He said the statement by North Korea on a hydrogen bomb explosion confirms again that the existing world order has become extremely imbalanced.

"One should pay attention to the effect that this event is taking place in a situation of constantly increasing tensions," the parliamentarian said.

He said that what has happened in North Korea is "not something that came out of the blue as there are currently very serious problems in world politics such as the severance of diplomatic relations between Saudi Arabia and Iran, the continuing war in Syria, Iraq, the expansion of ISIL (banned in Russia), and all these things show that the world order that the U.S. and its Western allies have tried to force on the world is falling apart, it is not working.

Pushkov said he would not underestimate the statement by the North Korean leadership on a hydrogen bomb explosion. "Especially bearing in mind that all such statements they made before were later confirmed by facts," he said.

He recalled that Pyongyang's reports were doubted first when North Korea exploded the first nuclear device and then there were big doubts about Pyongyang's capability of taking a satellite to the orbit. "They did it," the parliamentarian said.

Pushkov reiterated that this shows that North Korea's technical level is rather broad. "North Korea has one explanation for its nuclear efforts: it's the fact that there is an aggressive state in the world that threatens all other countries," the politician said.

"I believe that it is a serious argument and it cannot be ignored," Pushkov said. After the occupation of Iraq, the bombing of Syria, the attempts to overthrow the Bashar al-Assad regime in Syria, "which, by the way, has recently been confirmed by the American press, some governments believe that the only possible security guarantee is the creation of their own nuclear weapons," the parliamentarian said.

North Korea one of such countries, he said.

"Yes, what they did is bad because it increases the tensions in the world," the politician said. However, he believes we should also see the reason of these actions, and the reason is that the threshold of state security is extremely low in today's world.

When there are no international guarantees, and North Korea has no guarantees from the U.S. that the Americans will not take hostile actions on them, some countries, including North Korea, are making efforts to equip themselves with nuclear weapons, Pushkov said.

Pakistan once did that despite the U.S. sanctions, he said. "We know how difficult the situations on Iran's nuclear program were," the parliamentarian said. And no such negotiations are being conducted with North Korea at all, he said. 

He said Pyongyang appears to be left to its own devices. We will be seeing such things (like what happened in North Korea) happen until the norms of international law are confirmed and until counties become confident that they are protected by this international law, the parliamentarian said.

In this regard, he spoke in favor of organizing international negotiations on North Korea. However, Pushkov said supporters of North Korea's nuclear program will always have arguments in favor of continuing it for as long as the American bases stay in the Far East virtually everywhere (in Japan, South Korea, the Philippines, and on Okinawa).

"The world order that is based on so-called American leadership causes these problems again and again, and North Korea confirms once again that the current world order is in a state of a deep crisis," Pushkov said.
