In New York, the Russian Foreign Minister Sergei Lavrov and his Uruguayan counterpart Luis Almagro have signed an agreement on abolishing visas between Russia and Uruguay, according to the Russian Foreign Ministry website. This expands the visa-free area for Russian tourists in Latin America. Venezuela and Argentina cancelled visas for Russians in 2009, followed by Brazil in 2010.
